Cecilia Malmström replies to the Spanish MEP
In early September, the Spanish MEP Iñaki Irazabalbeitia Fernández addressed Cecilia Malmström, the European Commissioner for Home Affairs, with an official inquiry regarding the extradition of Alexander Pavlov. In his letter, he stressed that Pavlov, who is currently being remanded in custody in a Spanish detention facility, accused of terrorism and embezzlement of funds in Kazakhstan, may find himself at risk of violation of his rights following his potential extradition.
The brief response, issued on 5 December by the Commissioner for Home Affairs in the European Commission, Cecilia Malmström, highlights the fact that the European Union raises issues related to human rights in its relations with Kazakhstan. The letter also emphasises that the cases regarding extradition are to be considered at the sole discretion of individual Member States of the EU, and extradition procedures shall be carried out in accordance with national law and international treaties.
