The man behind Shalabayeva’s deportation promoted

Italian news site Repubblica.it reports that Maurizio Improta, who played a key role in the deportation of the wife and daughter of the dissident Mukhtar Ablyazov, has been promoted. The decision to promote him was allegedly made on June 23 this year at the Ministry of Internal Affairs of Italy.

In late 2013, when Alma Shalabayeva and Alua Ablyazova were deported from Italy to Kazakhstan, M. Improta was the Head of the Foreigners Office within the Rome Registration Office.

As Repubblica recalls, so far the only official to have been held accountable for the unlawful deportation is the head of Minister of the Interior’s staff, Giuseppe Procaccini, and as it turns out, no one else involved in Shalabayeva’s case has been punished. Moreover, one of the officers majorly involved in the case was even rewarded.

The date when this decision to promote M. Improta was allegedly made is especially controversial. Alma and Alua were deported hurriedly in the night of May 29-30, 2013.  repubblica.it reports: “The management of the staff administration of the State Police met about a month later, i.e. on June 28, and issued an announcement with a list of names for promotion. In the meantime, Improta’s enrolment in a 9-month advanced training course was approved, the completion of which made him eligible for promotion.”

Improta did complete the course and yet he was still given the promotion, which was seen as a reward. Currently, however, the Italian Ministry of Internal Affairs denies this coincidence, saying that the immigration officer has been awaiting a promotion for several years. The decision became official on June 23, 2014.
