Deputy Prosecutor General of the Kazakh Republic recalls the agreement with Russia concerning the handover of convicts
As reported by the Tengrinews.kz portal, the First Deputy to the Prosecutor General of the Kazakh Republic, Logan Merkel spoke about the extradition agreements executed by Kazakhstan with countries of the European Union. Merkel refused to comment on the case of Ablyazov who, by the court’s ruling, is to be extradited to Russia. At the same time, the prosecutor’s deputy recalled the agreement between the Kremlin and the Akorda on the handing over of convicts.
According to the official, Astana negotiates annually with EU countries on the issues of executing extradition agreements and notes successes in that regard. Earlier – as Merkel noted – there was no extradition practice between the EU and Kazakhstan. Recently, however, several countries have established relations – these include Germany, to where a man sentenced for drug-related crimes was extradited from Central Asia.
Kazakhstan also negotiated with Spain on the issue of extradition of Alexandr Pavlov, associated with the Kazakh opposition, closely connected with Mukhtar Ablyazov. Ablyazov himself is to be extradited to Russia, under the most recent court ruling, with the French court failing to take into account the political dimension of his persecution.
Merkel refused to comment on Ablyazov’s case claiming that he had not participated in the dissident’s trial. Neither did he answer the question on whether Russia would hand over the politician to the Kazakh authorities. At the same time, he informed the journalists about an existing agreement between Russia and Kazakhstan on the handover of convicts, thus suggesting that the black scenario of transporting Ablyazov from Russia to Kazakhstan is possible.
The Open Dialog Foundation which, amongst other things, monitors Ablyazov’s trials has been appealing to politicians, journalists and activists from the outset to support the Kazakh dissident, pointing to the threat of the dissident being handed over by the Kremlin into the hands of Nazarbayev.
